How to use this for Tony

Three layers, increasing depth:

  1. Phase plan tab — the 10-phase project structure. Tony reads this once to understand scope, hard constraints (avoid that judge, exhibit-grade only), and which phases are blocking which. Phases 2 and 3 are now complete (tabs 2 and 3). Phase 4 (evidence harvest) is now unblocked.
